Cílem metodiky je stanovit postup pro výpočet efektivity přestavby rozlehlých úrovňových neřízených křižovatek. Výpočet efektivity je založen na očekávaném snížení ztrát z dopravní nehodovosti vlivem vybudování úpravy. Metodika umožňuje stanovit, zda daný typ úpravy je schopen dostatečného společenského přínosu či nikoli.
